I am installing one server now and probably a second later. I will not have
more than two servers. I will have 90 - 100 users, but not more than 60
logged on at one time. Which is my best option Per Server or Per Device?
And Why? I will be installing Windows Server 2003 R2 Enterprise Edition.

How many licenses did you buy, and of what sort? You need a CAL for each
user *or* device - in your case it sounds like per server/device makes the
most sense. But as most sensible admins stop & disable the license logging
service anyway (and keep track of licenses manually), this isn't a technical
question so much as a licensing one - I suggest you discuss it with your
reseller or with MS directly to ensure you buy the right CALs.
