Only using 50% of Host CPU

I have a virtual server that keeps making out the cpu in the virtual, but the
host computer only hits 50%. I checked the settings and the server is setup
to use up to 100%. This is a P4 with HT. Is there something that I am
missing?

No, you only get 100% of 1 CPU, since you've got an HT CPU, you get
50% of the system, which is 100% of one HT CPU.

A VM in Virtual Server can only use 1 CPU. If you want to use all
your system resources, the only way you could do it is to run 2 VMs.

If you have hyperthreading on, you can disable HT to disable your
logical HT CPUs down to the physical ones. For a single socket machine
that would be the whole CPU.
