Virtual Machines are started again only if VS saved their state. If you want
to run your VM's always when you boot your server (which is a valid
requirement) you must configure your VM's to run under an account. Note that
any VM YOU start, runs under YOUR account if not specified otherwise.
VS never runs VM's under local system.
