I need to be able to resolve an external website name on my DNS server and
I'm not sure how to configure things...

My DNS domain is mydomain.ca.com and I need to resolve an IP to
https://external.ca.gov.us

I know I wouldn't add an A record or a CNAME record. Should I create a new
zone?

If your server runs 2000 then you configure unconditional forwarding and
give an address of a DNS server able to resolve the name and your own DNS
server can talk to.
If your run 2003 or above, you can preferably configure conditional
forwarding and add the zone ca.gov.us and configure the remote DNS server IP
as stated above.

You should not need to add anything, the names do not overlap, so it should
resolve as long as Root Hints are working.
