Yes, it is done with a wildcard record, named with an asterisk. You cannot
directly create an A host in Microsoft DNS using the management console. You
can do it by first creating a new domain named * in a zone, then in that
domain, create an A host, leave the name field blank and give it the IP
address you want it to resolve to.
You can also use dnscmd to add the wildcard.
dnscmd servername /recordadd zonename * A IPAddress
