Keep in mind, WINS is for NetBIOS names, and DNS is for hostnames. THere's a difference. The NetBios name is pretty much the computer name, but not necessarily the hostname, which is a TCP/IP name for a TCP/IP node (a host or machine with an IP address). The NetBIOS name (computername) can be different than the hostname. With pre-Windows 2000 (NT4, Win98, going backwards, etc), you can easily make the two names different, but in Win2000 and newer, that functionality was removed because of all of the confusion it caused. This way both names are the same. To determine if NetBIOS name resolution and naming support is required would depend on what applications and services are running in an infrastructure. AD does not need it, but other things such as SQL, Exchange, Network Neighborhood, printer sharing (not thru AD), and numerous other applications, new and old, still need it. But as far as DNS replacing WINS, nope. That's would be like saying could 4x4 trucks replace all cars.
