Frame rate for web?

I'm wondering what is the accepted frame rate for web delivery. The default 12 fps seems too slow.
Any suggestions?

The average human eye sees 5 fps. 12 is considered the minimum necessary for
good looking smooth motion. 15 is acceptable. Anything above 15 and you risk
straining the users computer, depending on how complex of a motion it is.
