How about using HTML text instead of image text?

You can get a transparent background, but if you want the text to be
anti-aliased, then you're still going to need some kind of initial background
color. In any case, the only way to get a (reliable) Web image with
transparency is to use the .gif format. This

If you don't care about your text being anti-aliased, when you start a new
image, select a transparent canvas. Put your text on it. When you go to export,
(Image Preview in CS3), select GIF format and Alpha Transparency.

If you do care about anti-aliased text, set your canvas to the
background color of your site or to the predominant color of the imagery you
want your text image to be over. Put your text on the image. When you go to
export, select GIF format and index transparency. Use the dropper tools there
to choose your background color.

Nothing's perfect, you'll just have to see what produces the best effect under
your circumstances.

You can also export the text image as a png (set in the optimize panel) . But be note that there is very little support for this image format in most older browsers.
