There is good information here:

The first part about finding the raw keycodes, etc. is probably not
needed nowadays. As the wiki says, multimedia apps often have
support for the media control key (mute, play, volume, etc.)

Many Window Managers and Desktop Environments have support
for the app launcher keys, and xbindkeys can be used in WMs that
do not have support.

Perhaps the the packages "hotkey-setup" and "hotkeys" can do what you
want?
