I'm trying to install drscheme and related on a debian testing system and it's
failing:

$ sudo apt-get install drscheme

What is the proper way of installing drscheme as a debian package (as opposed
to downloading it from drscheme.org)?

Check out bug #347595.

This issue was supposedly resolved a year ago, but maybe there has been
a regression in the newest version. I would try to temporarily remove
package "slib".
