Hi,
I am wondering how complete the various DNS records are around the globe...?
I've tried doing some lookups to determine IPs (such as
gst1.ceruleantower.com), and they say no records exist, but I know IP
addresses do exist for such servers!

Well, a whois lookup says the name servers for that domain are

Domain servers in listed order:
DNS0.246.NE.JP
DNS1.246.NE.JP

and when I ask those servers, I am told

[compton ~]$ host gst1.ceruleantower.com DNS0.246.NE.JP
Using domain server:
Name: DNS0.246.NE.JP
Address: 210.253.192.1
Aliases:

Host not found.
[compton ~]$

So, you've got a name wrong somewhere.
