White lists in sendmail

Is it possible to create white lists that allow any incoming messages
to be received by a local email address? I have looked at the access
database but it only seems to work with from addresses but I need the
local To: address.

Look for the delay checks "friend" option at http://www.sendmail.org/
m4/anti_spam.html
