I can receive external mail on my server but when I send it fails. At first
I thought this was a DNS problem but now I'm thinking it is relay related.
Any suggestions on debugging and fixing where the relay is breaking down
would be appreciated.

You did comment out the line in your /etc/mail/sendmail.mc that limits
relaying to just the IP Address 127.0.0.1, didn't you?

I'm not sure. I don't see anything that looks like a relay line. What
should I be looking for?

From the scarce information you're giving I can give only very general
advice:
- double-check your configuration
- look in the logfiles for error messages
- verify that you are authorized to use the relay you are using
- try telnetting to port 25 of the relay
