"validating a port" is the process of checking that a program has been successfully adapted from one platform / environment to a different one. When it comes to an entire compiler or similar program that has behaviours defined by a standard, then a program to perform a full or partial validation would be called a "conformance suite". You can probably purchase a C conformance suite. The last time the question arose, someone stated that there were definitely no free (comprehensive?) If you mean can I write a program to do it, then yes, but it will be difficult. You need to work out what sort of port you mean, and then find a group that is suited to programming for that sort of thing.
