Some (e.g. global MIME configurations), that's why it's called the "global" section of the configuration. But anything that's in sections for specific directories, or locations, that are different than the virtual hosts won't have any effect. e.g. the <Directory /> block will, but the <Directory /var/www/html> won't, unless your virtual servers were inside that path (which probably isn't a good idea). -- If you insist on e-mailing me, use the reply-to address (it's real but temporary).
