If you are your own admin, just dump htaccess. It's very inefficient,
as well as unnecessarily complex.

To some degree, you're right. The nice thing about .htaccess though is,
that changes in the correct .htaccess get into effect right
away. To make changes in httpd.conf be effective, a httpd restart
is necessary.
