I have a page that uses 3 frames.
1 left 1 top and 1 main

how do I center the page so that it is in the middle?

You don't. A frameset takes up the whose browser canvas.

Another reason to not use frames.

Why do you want it in the "middle" anyway? Planning on having it fixed
width? Hmm, ponders, a fixed width framed site... :-)

Add two more frames, left and right and have them devoid of content.

Why is it that that if I create yet a different index page, as a single
frame which is centered, and the original index page is inside the frame, it
works???

I'll need a ruling on how, or if, Godwin's Law applies to the novel
situation of creating an analogy to not one but *two* Hitlers.

Depends on whether you're interpreting Godwin's Law under Earth rules or
Martian rules.
