Hello,

I used Windows 2000 server a good while ago. For that version being a domain
controller was optional.

I had an occasion recently to setup a machine with Windows Small Business
2003. For that version being a domain controller seemed to be required.

What about 2003 and 2008 servers in general, must they now all be domain
controllers?

For SBS2003, True.

No. (except for SBS 2008 and the EBS 2008 family, with will require a DC)

It is by design for SBS.

No, you can still add member servers.
