I suggest either:
Take a class about flash at a community college OR
But a fully functional flash menu bar. They are customizeable and usually can
be insterted into HTML.
but in order to customize it you have to learn alot about flash and the
component window.

But if you are really good at flash disregard the course in flash and buy one.
You can create your own in a movie clip and apply that to most of your SWF.
