Creating a cartoon from regular image

Okay, I am trying my hands at vector graphics and there is something that I
found that I really want to learn to do. I would like to know how to take a
regular image and make it look like a type of cartoon.

Here are two example of what I am looking to do:

and

http://www.flickr.com/photos/boytron/13880620/

As you can see both of the photos have been taken from regular images, but
they have a cartoon look to them. How do I do this? Are there any tutorials
that I can look at to see?

If you are a Windows user, you may try to use tris free plugin made by me:

http://photoshop.msk.ru/as/simplifier.html

However, making things look "accurate" is likely to take some work with
your hands and brains active. I'm afraid there is no "auto" software
replacement for painting skills, only some "ful" one.

Illustrator and Freehand are really good at this,,, but that is not to say you
can't do it with a bit of work in Fireworks. This might be a good excercise to
get to know some of your tools better.

Here is one thing to get you started.
First bring in your image to your first layer... then lock it down
Second use the magic wand tool and select a portion of the image, while the
dancing ants are showing after you made your selection, right click and choose
modify Marquee, then convert to path.

Some other tips,,, before you choose to convert to path you can also select
Modify-Marquee and select smooth, then while the dancing ants are still shown,
now select convert to path.

Maybe use the transparency slider to see the image underneath to fine tune
your points with the pen tool and the sub select tool.

You may also want to sample the color from the image below using the eye
dropper.

*Note that holding down the shift key and clicking again in a different area
will add to your selection, on the flip side holding down the alt key and
clicking will subtract the amount selected.

to make the parts blend better you can also select your newly create path(s)
and go to the Property Inspector and select an "Feather" edge. Then of course
you have the ability to apply different levels of transparency on parts, or
special gradients, etc.

All kinds of stuff you can do to make this work,,,,
