If there are fewer than 20 people to appear on both these lists, they should be explicitly divided into two groups so that people don't appear on both lists. In the case above, there are 13 individuals, total. They should really be divided into groups of seven and six. Alternatively, pick an arbitrary dividing point, between 50% and 30%, above which you appear in the first list, below which you appear on the second list.
