placing a .htaccess file in any of my website folders does not work. i.e a
browser ignores it.

..htaccess is enabled.

any ideas as to the problem?

How do you know? What indications make you believe that? Do you have
access to the httpd.conf and know that .htaccess is allowed?

What directives are in your .htaccess file? Care to post the contents?
