I finally got google to index the pages listed in my sitemap, but the
titles and descriptions are from outer space! They are not using my
title and description tags. Why not? Where are they getting the titles
and descriptions they are using?

Title is obtained from the <title> in your page. Description is pulled from
<meta description> (can't recall the syntax). If these are not available,
there will be some guesswork. Can you give examples of what you are seeing?
There was recently a bug that had some on-page content appended to page
titles in one of my sites, but it seems to have been resolves. And I don't
use XML sitemaps, FWIW...

Is this on all pages or just the home page?
What did you use to make the site map? Specifically?

They also use dmoz now. Whatever fits the query and page content best.
There is a meta tag to avoid dmoz.
