DNS event 2202

On a Windows 2003 DC I get DNS event 2200:

"The DNS server could not open a registry key. Reinstall the DNS server if
it was not able to be started. If the DNS server started, but couldn't load
a zone, reload the zone or restart the DNS server"

This is immediately followed by 2202:

"The DNS server could not write a registry key. The server disk could be
full or corrupted or the maximum permissible size for the server registry has
been reached. The DNS server will not be able to save server or zone
configuration parameters to in the registry unless the problem is fixed"

Any ideas how to resolve these. The disk is not full or corrupt and there is
no way in Windows 2003 to increase the registry size.

What is the SP level of this server?

There's a hotfix if it is not SP1.
A DNS forwarder disappears after you restart the DNS Server service in
Windows Server 2003

Is it the forwarder causing the error if not, what configuration change was
made and who made it?
If they don't have the necessary permissions to modify the registry you get
the error.
