Does anyone know if I Can I use paypal to clear customer's cheques ? For
clients who do not have a credit or debit card and want to pay by their
personal cheques.

If they have a paypal account, certainly - they can pay via a debit to
their checking account. I also think that customers can pay via
"e-check" on paypal, but I don't know if they can do so without a paypal
account.

Really, for the best answer, you should ask paypal

I believe thats what Paypal calls the debit to the checking account...
I have never seen a place to input a checks info when I make payments via
Paypal...

You can't manually input your customers' check information, if that's what
you're asking. In order to do an eCheck through Paypal, the customer has
to have a Paypal account with a bank account attached to it. Also, they
would have to do it from their Paypal account - not yours.
