How come when I am searching, the webpage that comes up is blanked out
and this page comes up. It's really annoying. It started when I got
WebMenu toolbar. I've tried completely deleting their toolbar, but it
still comes up.

I hope not too many people picked up the virus or malware that you obviously
have.

Clean up your machine, and momitor it regularly for infections.
