Par défaut PR update happening?

I'm reading that some people are saying it and a client complains that
theirs has gone down... but I put that down to the ongoing downwards
revision of PR itself and that's all I've seen of anything.
Anyone noticed anything?

No change here Bill. Neither up or down.
There are a number of reasons why a site can drop.
Anything from a shift in PR boundaries, to a site no longer existing
that linked to you.

Other than PageRank hardly matters these days ...?

Yes - over on Google groups a couple of dozen have complained about
drops of two or three. All say it's made no difference to SERPs
ranking.

Which points to its being a downwards revision of the value of PR,
something that seems to exist increasingly independent of any
real-world application.

There is speculation that link sellers are being penalised by a PR drop
od one or two places and that the PR update for everyone else will soon
follow.

Whatever, it's certainly the most odd PR update / non PR update I have
ever seen.
