I believe it's counting the number of times the link is clicked. That allows
the number of 'hits' to be displayed below the listing.

Denise is exactly correct. While its directing to a new window with
your website, It goes to count_back3.php code with the reference
number to count the hit.

When the link is clicked, the database is notified so that the hit can be
counted. That's all. It shouldn't interfere with passing PR & doesn't
obfuscate the address.

For what it's worth, I submitted a site & it was accepted the same day. But
it fit neatly into the "arts" category (as most of my sites do).

Why not email the owner & suggest appropriate categories for your sites?
I've found that most directory owners are receptive to category suggestions.

Now, on a more serious side of this topic, it has long been my
contention that the way that web directories are designed indivates more
about the designer than about actual human knowledge bases.

The chief fault with DMOZ / ODP -- and all those that have followed in
its wake -- is that they have ignored the Dewey Decimal System and its
long-standing, well-respected, and continually updated attempt to
categorize library holdings into a directory structure.

Mapping the DMOZ / ODP directory structure -- or that of ANY other web
directory -- against the Dewey Decimal system will reveal huge gaps in
the typical web directory's knowledge-base storage and retrieval when
compared with Dewey.

I am NOT saying that Dewey is perfect, just that it represent a serious
attempt to categorize a human knowledge base without inflicting a great
deal of content-bias through omission.

Furthermore, i believe that the obvious disparities between most
subject-biased web directories and the Dewey system exemplify what is
wrong with most web directories, and thus explain why people rarely
consult subject-biased web directories when searching for data. People
prefer flat search by content, such as google's, because, lacking the
subject-bias of most web directories, google is better representative
of ALL the interests that human beings have, and that they write about.

Something you might consider might be bilberry as well. I know
nothing of the magic sorts though, so I'll leave the research up
to you. But bilberry gets a personal blessing.
