What is the proper way to use the descirtion tag? I heard it's ok to
basically put keywords in it. Does it matter?

Do it without it looking spammy.
You are supposed to describe the page, so don't fill it with off-topic
words.

To a point, yes.
Write it so it describes the page you are on, without it looking
spammy. If it is just filled with keywords, then it won't read that
well.

Yes.
There has been said [although I have not tested it] that too many of
the same keyword should not be used. I hear that 3 is about the max
without any penalties.

Too many words listed and it will be cut off anyway. About 20 words
should do - max.

Make it a /description/. Of course you can have a keyword or several in
it, but make sure that it reads as a description, not as a desparate
attempt to get on the first SERP for a bunch of keywords.

Wot he said.

Remember it will usually be used to form the "snippet" shown on the
SERPs - so make it attractive to the searcher - convince him/her that
it will solve their problem. Swallow your pride and leave the company
name out - it's _what_ you do, not _who_ you are. Try and avoid wasted
words like 'of', 'and', 'the'.

Try not to repeat the keywords, and try not to make the description tag
to long because it will get cut off at a certain length. ( and they
will replace the end of it with a "...")

(Meta name="Description")
The description meta tag is a useful one, because it's what the
visitor will see when she/he types in the keywords you have in your
meta tags.

When a keyword is found in your meta description by a search engine, it
should show in bold text.

Heres a example of the description meta tag:

<Meta name="Description" content=" Buy chickens (shipped to you in a
bag of ice), chicken fur, and chicken fur coats directly from us, free
shipping on all orders worth 5 chickens or more.">

If you haven't already, you should read up on the other meta tags, like
the robots meta tags for example, you can tell a robot to keep coming
back everyday! You can even tell the robot/crawler that you want ALL
your sites crawled
