The advice you read actually worked for a while in 1998 - but since then the
search engines have learned to recognise such obvious attempts to cheat, and
have changed the result - not promotion, but a ban.
A much better way to get good search engine results is to build a better
site!
But you can your site by learning how search engines work, and avoiding
errors.
