Since sendmail-8.12 default installation method sends messages to
127.0.0.1:25 to avoid installation of sendmail as set root uid.
Sendmail.cf you generated drives daemon listening on 127.0.0.1:25.
Behavior you report is driven by submit.cf - second *.cf file added in
sendmail-8.12.0.
