Netmask ordering will match the record to the closest subnet, if the request
came from 192.168.0.1 and its only choices are 10.0.0.1 and 10.1.1.1 MS DNS
will use round robin because there's no match. If round robin is disabled it
will send the records out in the same order everytime, and I don't think
there's a way to tell DNS which order to use.
