No, because until a DNS server has a zone it has
no interest in replicating that zone.

That is the normal and expected behavior.

You could use DNSCMD.exe to write a procedure
which lists on (or each) server and creates any new
domains it finds on the other server....

It would not be difficult but unless you are going to
do this dozens of times it probably isn't worth the
trouble (e.g., not worth it for 2-10 new zones probably.)
