Maybe it's an IP configured from the old DHCP server. Did you attempt to
renew all your clients so they get an IP from the new DHCP server?

As for VLANs, that depends on how you have it setup. There are so many
different options to set up a VLAN and if misconfigured, it is difficult to
pinpoint where it's going wrong.
