Yes, it does.
But, you can disable WinHTTP auto proxy discover. When this services is
running the server looks for a proxy configuration in order to inform other
applications what's the proxy configuration. If you disable this service
each application it's responsible to find the proxy configuration when the
applications runs. If you are not using proxy automatic configuration in
your network, then you can disable this function in the server
(Services.msc) and in the required applications, like Internet Explorer.
In this way there will be no more WPAD packets in your LAN.
