Yes. It is an optional part of the IMAP specification, so servers are not
technically required to support it, but it's a common protocol extension.

Most well-known IMAP servers implement the required protocol extension.
Support on the client side varies. Mozilla Thunderbird has several
predefined tags (Work, Important, etc…) that it offers as message labels.
Cone uses same tags as Thunderbird. I do not know about other clients.
