I don't run Apache on Windoze, but on UNIX boxes the web server runs as
a specific user (usually called 'nobody'). Hence files & directories
must be readable to that user. The actual user you use does not matter,
but don't use a privilidged account. You want that user to have the bare
minimum of permissions.
