Can you demonstrate how you atempted to create the zone? Is the zone for a
child Active Directory domain or is it for just a subdomain for another
purpose? Is DNS running on a domain controller? If so, does the zone already
exist?
Keep in mind, if you are attempting to promote a machine to become a DC in a
new child domain for your existing domain, then the netlogon service witll
*automatically* create the child domain name, provided the machine you are
promoting is set to this DNS's IP address in the new child domain DC's IP
properties.
