You have to disable your cable modem admin page.
If your cable modem is configured as a router, you have to
activate NAT routing for incoming requests on port 80 to the LAN
address of your PC.

Both can't be configured in any Apache configuration file.
Consult the manual of your cable modem. Look up every word in it
that you don't understand and enhance your knowledge about
networking. That time will be well spent.

A hint on using usenet/news: it would have been better to
follow-up my article in the first news thread you started,
instead of starting a new thread. That way the "..Continued" in
the subject would have been apparent from the thread structure.
