I didn't see anything wrong with your config file. Normally Apache will
log everything that's requested.

First obvious question: Are people actually fetching the PDF files?

Are the files named in a manner that makes it obvious (.pdf named PDF
files, an so on).

And are you reading the logs directly, or letting something else produce a
report?
