open the frameset file.
dw menu->windows->Frames (or press shift+F2)

click on the desired frame in the mini-representation of the frameset in the
Frames Window.

The Properties Panel now shows the properties for that frame.
click the folder icon next to the SRC line, and browse to the file you wish
to open in that frame.
