Please, read this link.
Specifically, the "Trouble with Layers" part.
It will save you a lot of frustration as you've only run into the first
issue.

In the meantime, change the z-index of the layer the graphic is in to 0 then
the menu will be "above" the graphic.
You could probably change it to a number, I just said 0 so you could see the
"stacking" order.
But, please, seriously consider starting over using regular ole' divs with
CSS positioning or even tables and nested tables rather than building the
layout with layers.
You can search this forum for "Layers" and read many posts about broken
sites, from people who finished the entire site before realizing all the
problems. Most had to rebuild from scratch at that point.
As a test, open your "non-stripped down" site in FireFox and enlarge the
text ( ctrl+ +0.
The site will likely break apart badly if you have text in these Layers..
