I'm trying to do a clean install (not an upgrade install). Launching
Setup from the existing O/S is just a convenience, since I don't have
the 2008 DVD here.

I found some more information in a log file. Perhaps Setup is
referencing an unknown symbol in KERNEL32.DLL.
