No, he isnt and you should know better than repeat mis-advice.
Yes you need DNS in AD to log on properly but if your SBS server is down
then that's irrelevant - having secondary DNS specified allows you to
access the Internet still. If you don't then clients cant get off the LAN.
If you think this causes an issue you need to explain technically why.
It doesnt cause an issue, but Id like to know your logic.

Yes, DNS needs to be running on a server for you to use it - maybe some
wouldnt realise that(!)
