using PS you can set up what you want on the page - text navigation text
etc on top of an image this is then sliced and saves as HTML (Save for web.)

Take it into a HTML editor and allocate the sliced bits etc.

The PS image will sit in the centre (has to be centred) of the page.

Then you add a background colour this in your HTML editor.

This will fill the screen what ever size.
