Yes, it's possible with Dodge/Burn and dodge/burn has been the tool for
darkroom users for over century. But in many case dodge/burn can be very
limited (depending on the quality of image and level of adjustment), so if
you have Photoshop then you may want to take advantage of its strength by
using the combination of
- All adjustment tools
- Layers (at least 2 layers)
- and combination of Quick Mask
Then you can get the best of the world, and dodge/burn can be part of the
adjustment tools too, but not necessary.
