Ok, I have something for you but I don't think your going to like it.
Just as before set the outer glow so it forms a one pixel perimeter
around the rounded rectangle.
Now group that layer into a smart object then add another style to it.
Again set the fill opacity to zero under advanced blending options.
Then add a drop shadow with these settings:
Color - black
Opacity - 100
Global light - default is 120° - this can be used to move the white
line's relationship to the black one.
Distance - 1
Spread - 0
Size - 0
No anti-aliasing

Then, still in the style, add a stroke with these settings:
Color - white
Size - 1
Position - inside
Blend - normal
Opacity 100
Fill type color

This gets very close the your effect but it's not perfect.
