I would not recommend that you do this. Instead of a Library, use a
server-side include approach. It's MUCH more productive and efficient,
since with Library items, one change to the menu, and you would affect every
page that contains it in the local site, all of which must then be uploaded.
With an include, you only affect the include file itself, which, when
uploaded, is automatically included in each containing file.

You would have to do it manually, I think. In the include file (or the
Library item), place all of the HTML associated with the menu. In each
parent page, place all of the javascript associated with the menu. When you
merge the two, you will have a complete, working menu. You may find a
tutorial for this on the PVII site....
