This could be seen as search engine spam.

Don't build sites for search engines, but for humans. If you want text
on the pages, then it would make sense to make it visible to all users,
otherwise your human visitors might get confused because they won't see
what your pages have to do with the keywords they searched for. Only
images on a page without a single piece of text is usually a bad idea.
