PHWinfo - Afficher un message - Could not connect to Virtual Server. Access was denied.

I have VS 2005 installed on a 2003 Server and I get this error when trying to
log onto my VS admin website I changed permission to not allow Domain Users
after I did that no user can access the site when i try to log onto the admin
website as the local admin I get the error:

LsaLogonUser() failed! Logon failure: unknown user name or bad password.
